الملخص

The aim of the study is to identify the impact of organizational factors on the effectiveness of local councils in Iraq, namely: administrative decentralization, planning, decision making, human resources management, organizational effectiveness of local councils in Anbar province, Local councils in the achievement of comprehensive local development through the study and analysis of the reality of the work of local councils in Anbar province. The study was based on a descriptive and analytical descriptive methodology through a questionnaire developed to collect the data and information of the study from the sample of the study (the heads and members of local councils in the districts of Anbar governorate - Iraq), which are (134) divided into (8) administrative units.The study concluded that administrative decentralization does not grant the local councils sufficient powers to enable them to complete the transactions of citizens without reference to the central authorities, and the lack of independence in the collection of local revenues and the approval of development projects. In the area of planning, the study found that the local councils have cadres specialized in planning, but these cadres do not have sufficient independence in choosing the strategic alternatives to the future of the local unit, as well as need to strengthen government support and provide all requirements for successful planning. As for decisions in the local councils, there is a lack of participation in these decisions. Human resources management suffers from a lack of interest in the selection of these resources, especially members of local councils. The study also showed that the local councils worked to achieve local development, but not to the level that guarantees the comprehensive and sustainable development of all fields.
