الملخص

This study aims to highlight the role of the administrative empowerment of workers as an input for the rehabilitation of human resources to improve the overall performance of the enterprise, and through the analysis of the survey results, which we dealt with the reality of administrative empowerment of workers and its impact on the performance of the institution porcelain health Emilia, we found out that the absence of an effective system of incentives, and not to the efficacy of the policy formative institution, which in turn impact on work accidents recorded due to the lack of programmed training courses for sufficient in the field of security and safety. And we've had to work accidents negative impact on the performance of the institution, where the number of lost days increased due to the incidents which led to the negative impact on the productivity of the worker and therefore the size of the total production as a whole on the one hand, and on the other hand, not the institution's ability to control the private costs hidden from them. It has been shown to us through the application of performance balanced scorecard sustainable health institution porcelain Emilia card over the importance of a comprehensive evaluation of the performance, although the financial performance of this institution was good in view of the financial perspective, but that the latter was hiding behind a lower-level performance in other perspectives.
