الملخص

هدف البحث الى اختبار تأثير الوعي الاستراتيجي كمتغير مستقل في الارتجال التنظيمي كمتغير معتمد، وسعياً لتحقيق ذلك تم الاعتماد على أربعة ابعاد للوعي الاستراتيجي تمثلت بـ(التأمل، التفكير النظمي ، التوجه نحو التعلم ، إعادة الصياغة)، وتم اعتماد ابعاد الارتجال التنظيمي  بـ(الحدس ، الابتكار ، التكيف ، الفرصة ، أدراك المخاطر) استناداً الى مقاييس جاهزة.
وقد تم اختيار وزارة المالية العراقية كمجتمع للبحث، اما  العينة المقصودة تمثلت بالادارات الوسطى (مدير القسم ، مسؤول الشعبة) في الوزارة  وتم اختبار الفرضيات من خلال استبانة مدعومة بمقابلات أعدت لهذا الغرض، وقد تم توزيع (92) استبانة لغرض التحليل الاحصائي، وتم استرجاع (84) استبانة صالحة للتحليل الاحصائي، أي بنسبة أسترجاع بلغت (91.76%)، وتمثلت مشكلة الدراسة بالتعرف على مدى وجود الحاجة إلى الوعي الاستراتيجي في ممارسة الارتجال التنظيمي من خلال ابعاده المذكورة ، وقد صيغت على شكل تساؤولات ذكرت في مشكلة الدراسة. ومن أجل معالجة البيانات التي قام الباحث بجمعها من قبل عينة البحث فقد تمَ الاعتماد على برنامج التحليل الإحصائي (AMOS V25) وبرنامج SPSS V25)) , وقد توصل البحث إلى مجموعة من الاستنتاجات أهمها أن الوزارة تولي الوعي الاستراتيجي اهتماماً نسبياً بسبب تركيزها على الاعمال اليومية نتيجة جملة المخاطبات التي تتلقاها الوزارة من جميع مفاصل اجهزة الدولة,
